Question about people buying stuff...

on some peoples siggy it says like succesfully bought account from *******. does this mean they bought like neopoints from that person? or wat. and if it is how do u do this?

 

Neofriends has a blackmarket forum where you can buy and sell accounts, Neopoints, pets, etc. However, you have to be at least level 1 to access it, which I believe you reach after 125 posts.
