if you google proxy you can find lots of links that link you to various proxy web sites but most of the proxys ive used run extremely slowly and neo doesnt work properly on them

What you need is a web based Proxy. There are Plenty. A proxy makes an indirect conection to any web-site you want to see/use/whatever. It will go right through any blocking your shcool does. Just find a proxy on google (may want to try searching for "Anonymous Web Browser" or try http://www.jakesweb.net) then once you find one, in the space provided, type in the URL of the page you want to visit (http://www.neopets.com i persume) and you'll link to that site. Using a Proxy is slower than regular browsing and there may be a few errors on the page but for the most part it'll work around any schools Blocks.
