You don't play .rar files, you extract them using a program called winRAR which is free to download here (http://www.rarlab.com/download.htm).

someone been on TBP lately? just as a random aside VLC plays everything, including the most current HD formats such as for Mariposa but it's a bit of a hardware hog due to them have to work around the codecs as apposed to having them so if your video skips and glitches it's not always the programs fault exactly
winrar has the best compression rate anyways so after you download winrar just install then rightclick the file and extract and youll get ur file
another vote for winrar > 7zip also vlc will play anything but sine in many cases they are emulating, don't have access to proprietary codecs, it is much more hardware dependant, especially in HD formats finding a good codec pack can be annoying but if you have an outdated computer it maybe a better option for you
I use 7zip. They must have updated winrar because when I had it, it was slow but then I found 7zip but that was mainly to unzip roms from a certain site.

lol, if you are asked to play a .rar file, you may need to inspect your computer. .rar is basically a fancy way of saying the contents are compressed and need a program to uncompress them. As the board says, "WinRAR and 7zip" they're your best bets. Free and fast.
.rar is just a file format for compressed files, similar to .zip theres others but I'm not 1337 enough to know them off the top of my head
