is it only from random events?

Yes, complete a worldchallenge map is a good way to get paintbrushes when you are not rich and if you're good at games!
but they don't always give you pb, Actuallly I don't know how often it happens
I always sell the pieces before I complete any maps

 

refresh at the advent calender and you can get a christmas paint brush in a random event, ive gotten one twice

You used to be able to get paintbrushes via the referral program. Not sure if its still possible

 

You could go to the auctions (I know this has been said 50 kazillion times) or go to the hidden tower if you decide that you're rich.

 

yeah, if i could. but i can't even get to 1 mth, let alone 4, to visit the hidden tower.
