If it was true it would have been a heaven to all those who zapped his neopets and sell them. but it's not so there's just no point in making history here ;)

LMAO. Its not that much. You just only feed them Glowing Jelly. It takes FOREVER though.

It's true that your pet can turn glowing and it can be permanent or tempoary (Mine was permanent)It's very, very rare. You see, once my Uni at some Glowing Jelly and it started to glow but I luckily still had my Starter Paint Brushes you get form Newbie Packs and painted her blue. But because it's so rare it's usually safe to feed your pets Glowing Jelly,So,that's why in the descriptions it thinks it's a little bit dangerous.

It happens, and once it happens, it will remain until you change it, or another event changes it. Like Boochi. It ain't temporary

    From that neopets editorial:
And look! Here's an another site showing it happening!

Well, the fact that it's a rare event means that it wouldn't deflate the prices that much. I don't think Boochi deflated the Baby Paintbrush price, so the random glowing jelly event shouldn't deflate the Glowing Paintbrush either. The fact that alot of people hadn't even heard of it shows how rare it is
